[EM] Equipment Revenue Rate Hierarchy

EM Revenue Rates by Category -

• must exist to post usage

EM Revenue Rates by Equipment -

• not required
• overrides category

EM Revenue Template Category Rates -

• not required,
• can be applied to jobs in EM Job Templates,
• overrides non- template rates

EM Revenue Template Equipment Rates -   

• not required,
• can be applied to jobs in EM Job Templates,
• overrides revenue template category rates and non- template rates

The hierarchy is that it looks at the most detailed level, so first it checks to see if a Revenue Template is assigned to a Job and check there first.   In EM Revenue Template checks first Equipment Rates and if not setup there, then goes to Category Rates and if not not setup then go to the level above. Goes to EM Revenue Rates by Equipment and if not setup there then it uses the rates in EM Revenue Rates by Category.
